Prices will change effective April 17, 2011 for the following classes of mail:
First-Class (including International First-Class)
Periodicals
Presorted Standard Mail (including Nonprofit)
Extra Services and Fees
Package Services (Parcel Post, Bound Printed Matter, Media & Library Mail)
This issue of the Price Change 2011 newsletter is formatted as a checklist to help our business mailers and USPS employees to be prepared for this change:
¨ Postage statements dated April 2011 must be used effective April 17. Mailers may obtain new hard copy versions of the form through Postal Explorer (pe.usps.gov)
¨ There are few changes outside of prices for this price change. Mailers needing to be sure they are in compliance with the current preparation/sortation requirements should locate the Quick Service Guide for their type of mailing at the Postal Explorer website.
¨ If you need a quick reference overview of all new prices, the updated Notice 123 Price List should be posted on Postal Explorer nearer the implementation date.
¨ If you have questions about the price change, did you attend one of our FREE Price Change workshops? See page 2 for several planned sessions.
¨ Metered Mailers – Have you obtained updates from your meter vendor and posted updated price information at your meter for quick reference?
¨ Software users and Systems Mailers (Manifest Mailers, Optional Procedure, Combined/Value Added Refund mailers, etc.): Have you updated software and rate matrices to reflect new prices, postage statements, and sortation?
Note: System mailers who anticipate compliance problems regarding prices or postage statement format are required to initiate a request for exception for consideration PRIOR to the price change. Doing this in advance ensures sufficient time for the request to be forwarded for consideration to the Pricing and Classification Service Center (PCSC).
¨ Plant Verified Drop Shipment (PVDS) Mailers – PVDS mailings verified and paid for before April 17, 2011 using the current prices will be accepted at destination entry postal facilities through May 7, 2011 when presented with appropriate verification and payment documentation (PS Form 8125). PVDS mailings may be verified and paid for beginning March 21, 2011 using the NEW prices provided the shipments are not deposited at destination entry postal facilities until April 17, 2011 or later with proper documentation.
¨ Electronic postage statement submissions must use the proper prices for the day the mailing will be arriving at the Post Office for acceptance and verification. This is important for mailers who submit their mailings in advance of the actual mailing date.

Price Change and Migrating to Intelligent Mail Barcodes Training Schedule

We invite business mailers to attend one of these FREE training classes to learn about the highlights of the April 17, 2011 Price Change for Mailing Services.
In the second portion of each class we will cover the Migration to the Intelligent Mail Barcode (IMB) for those customers who currently use a Postnet barcode on their reply mail or who currently use a Postnet barcode for automation discounts. This part of the session will break down the Basic and Full Service Intelligent Mail Barcode options, discuss the various fields in an Intelligent Mail Barcode, and show you where to obtain a Mailer ID through the Business Customer Gateway.
